(Download PDF reader) THE POSITION TThe Department is seeking a team oriented professional with strong communication and technical skills to apply for the position of Staff Services Technician.
Strong attention to detail, the ability to meet deadlines and excellent critical thinking skills are imperative for this position.
The purpose of this recruitment will be to establish an eligible list to fill a current vacancy under the Finance and Operations Division, in the Contracts Administration Unit.
The Staff Services Technician reports directly to the Contracts Staff Services Coordinator.
The Contracts Unit is responsible for administering over 400 current contracts including revenue contracts, independent contracts, professional contracts, memorandums of understanding and inter-department contracts.
The Contracts Unit writes, executes, tracks, monitors, amends, renews, and terminates contracts as needed.
Under general direction, the Technician will perform a wide variety of functions within the Contracts Unit including, but not limited to, receiving and reviewing vendor insurance certificates and endorsements, insurance carrier Best Keys rating, business license and W-9 information.
The Technician also does data entry, statistical reports, record maintenance, and office support for the Staff Services Analysts, Staff Services Coordinator and Unit Manager.
The Staff Services Technician works closely with County Risk Management, GSA Purchasing, County Counsel, and the Auditor-Controller's office.
Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.
Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.
Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks TYPICAL TASKS Carries out high level administration functions; Supports the complex administrative needs of staff; Data Entry in Access and spreadsheets; Gathers, and reviews vendor insurance certificates and endorsements, and uploads to the Contract Insurance Management System (CIMS) for County Risk Management approval; Searches Oracle FMS for vendor number and purchase order; Gathers, coordinates, and organizes information and data for required record keeping and reporting needs; Maintains proficiency in the use of software and hardware utilized which includes Adobe Pro and Adobe Sign; Coordinates and monitors materials required to be on hand; Creates and prepares statistical reports related to operational functions; Performs routine administrative and clerical tasks and data entry; Routes agreements using Adobe Sign; Creates fillable documents using Adobe Pro.
This includes the preparation, formatting and editing documents and reports; and Proctors Teams Risk Assessment Meetings and RFP Pre-Proposal Conferences.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience) KNOWLEDGE Modern office practices/record-keeping; Statistical record keeping and reporting concepts, methods and techniques; Data processing relating to budget control or payroll; Principles and techniques of employee supervision; and Spelling, grammar, and elements of proper writing procedures.
SKILLS/ ABILITIES Supervise staff conducting technical assistance; Work independently, under general supervision; Interpret and prepare statistical reports; Communicate effectively; Speak and write in a clear, concise manner; Effectively manage time and prioritize work tasks around strict timelines and deadlines; Develop and maintain record-keeping systems and electronic databases; Prepare recommendations for Department and County review; Sit at a desk for extended amounts of time; Lift, bend, stoop and reach overhead; and Push, pull, squat, twist and turn.

EDUCATION/EXPERIENCE PATTERN I Completion of thirty (30) college semester units in Public or Business Administration or related area.
PATTERN II Two (2) years performing highly complex clerical duties with lead-worker, programmatically or accounting responsibilities.
LICENSE Applicants must possess and maintain a valid California Driver's License and remain free from repeated preventable accidents.
